Kemp Garcia moved to the Pacific Northwest from Phoenix in 2000. His history of work has been around the location of private utilities and water leak detection. In 2012, he added vacuum truck services to the mix. Kemp manages projects both large and small for Linescape of WA, where he started working in 2017. When not working directly for Linescape of WA, he teaches a class called Dig Safe for NUCA of WA. He also is the President Elect for that association that focuses on utility contractors. Kemp is married and has a 7 and 3 year old. Both he and his wife are very grateful that daycare and school have remained open.
